Blue foam insulation foam make great bases make shape of base then can carve chunks into it make hils sliopes rock faces etc add to it take some away shape to your specification imho

Don't spray it with a base coat of primer paint used for cars as it will melt it!

It just occured to me a great example video to give you an idea. Search plasmo on youtube and look for his 1/72 t34 diorama. Excellent vid showing all the work he did to make the amazing russian street. Sorry i cant provide the link bit youtube app on fone is being rather awkward atm.

phone apps these days don't make it very easy,
plasmo has many great vids showing his tutorials and ways of painting his kits and his diorama's a very good inspiration. his explanations are good aswell
subscribe to his channel if not already done so hes always adding more on.
