The instructions from Eduard places the rear of the rack flush with the rear of the last skirt. I have also seen the rear of the rack flush with the from of the last skirts. Was there a standard that was followed?

There was no real "standard" as these were built locally in Kuwait and only on vehicles drawn from APS-5 there, which was only 2nd BDE, 3ID during the initial invasion in '03.
You can see in the below pic how they looked. Basically, they lined up with the next to last lower skirt section in the rear.

I believe the 1st Brigade had them also. The vehicle in the link has them lined up with the rear of the last skirt. Maybe there was a standard by brigade?

Nope, only 2 BDE. 1 BDE drew their equipment from ASP 3 (Afloat) and they did not have the racks. What you see in the pic at the end of the skirts is the additional jerry can rack that is attached to the rear of the larger rack.

But in front of the jerry can racks are the side racks.

Right. My point was that the the rack does not go all the way end of the side skirts.
