Didn't know the Dragoon had actually been deployed. Thought it was still in the testing stage.
Are these permanently based over there or was this some sort of trails exercise?

Why are the turrets shrink wrapped in white plastic?

Guess: Yes. This is a common method of preservation and sealing for shipment. (Much easier to deal with than duct tape and cosmoline!) Perhaps they are literally fresh off the boat.

The US Army is rolling them out, according to the defense blogs. These 30mm Strykers are really in service so they are fresh off the boats.
It's not a simple conversion from what I read. The hull's roof had to be reinforced although these Strykers don't all have the double-V hull modification.
The other non-30mm Strykers will receive the upgraded CROWS II with a Javelin ATGM launcher mounted on the side of the CROWS, giving them some form of anti-tank/anti-bunker firepower. It's a modification that NATO used for their CROWS II RWS that the US Army is copying in an attempt to increase the firepower and range of CROWS II beyond 7.62mm, 12.7mm, and 40mm grenades.

M1296 ICV-D have arrived in Germany mid-February. Some 80 will be used with 2nd CR in Vilseck.

I saw one of these being hulled down the highway not far from where I live in Pennsylvania, but it was painted tan. I didn't think that they we being painted tan. It even had the plastic wrapped turret.
