So I have the choice of building it with closed canvas to hide the absence of machinery equipment or stick it in the stash until some aftermarket company produce a complete set of machinery equipment.

The only fly in the ointment is that this is a machinery body and not a GS body. To be correct, it needs lathes, lockers, pillar drills etc etc within the body. The GS body which is what a cargo truck would carry is completely different. ICM have been told of the issue but have obviously chosen to ignore it. Great shame

Maybe that is why the box art refers to this as 'the very first attempt by ICM...'

Was there more than one layout/contents of the machinery equipment (for mechanic, electric, et.c. maintenance)??

I think I have a different opinion about that
I would start with the canvas cover, letting it enclose everything and then only I would ever know that there is nothing inside ....

That is excellent news, when I first saw this release news I immediately started gathering info from Maple Leaf Up website on the machinery lorry, now ICM have done the body for me. I would far rather scratch build a GS body rather than a machinery one.

Truely I see no obstacle to finishing out this shop truck!
I know I have said the same elsewhere on this site but tools really don't have an exact "scale". A large 1/48 tool in O scale is a somewhat smaller tool in 1/35th.
(All items currently available on eBay)
Plus Models 1/35th scale lathe:

Wiseman Models 1/48th large stand grinder, screw jack and tie downs:

Here's definitely something that we can use! I was cobbling together a German Ford with the same machine shop in the back and find such vehicles a great change of pace from all the tanks we otherwise build.
