I have been experimenting with chipping with acrylics. I have not been pleased with the results. Would enamel be easier to apply? I am applying over a light coat of future. It would seem to be easier to remove chips I am not satisfied with.

Acrylics are far (IMHO) better for chipping. But what is the problem you're experiencing?
Only some acrylics can be successfully chipped, the best being Tamiya. Some other acrylics such as Vallejo have a vinyl-like composition which results in the "chips" coming off as large sheets.
And if you apply any acrylic in too dense a coat or let it cure for too long, you will not be able to penetrate it with water = no chips!

I'm not using the hairspray technique. I am doing OIF vehicles so I'm trying to do some light chipping. I'm using a very fine brush - 0/0, I think. But its going on a little heavy. Maybe I need to dilute the paint more?

Depending on how dense you want the chipping to be, you can use a scrap of sponge to apply it.

Try a makeup sponge, go light on the paint
