By now there should be a mixing chart for Tamiya paint for Axis and Allied armor. Is there a mixing chart that most accept as reasonably accurate? I would also like a mixing chart for modern armor but WW2 would be a start.

Part of the problem is Tamiya changes formulas for some colors, ie XF-62 OD. They also add new paints that can make formulas obsolete, ie XF-85 Tire Black comes to mind.
I find it hard to keep up with all the new colors. A quick search online even at Tamiya makes it hard to know what is out there for their colors. I found some at a small local hobby shop. ie XF-87 IJN Gray (Maizuru Arsenal). I don't recall if it was at the shop or not but XF-88 Dark Yellow 2 might be a better German mix.
