Well... How ELSE do you guys think that the Russians would move these gigantic things around..? Satellites can see everything, anyway, whether these ICBMs are camouflaged, or have "escort vehicles" or whether they are moved by rail, truck-transport, ship, "Mriyas", helicopters or pushcarts...
Perhaps moving these ICBMs around "in the open" is meant to send a "political message"... I wouldn't worry about it...

NEWS FLASH: The B-2 bomber flying over the Super Bowl was not carrying a full load of war reserve nuclear bombs.
The photographer assumes that the transporters are armed. They could be missiles without warhead sections or completely empty launch tubes. They are trucks. Trucks gotta go on roads to get from here to there.
