Same happened to me and has turned me from buying any Panzer Art products unless in person can be inspected.
I had two wheel sets missing parts. No replies to email and so I went here too asking how to contact. Others said try Facebook and I did that and he responded fast saying he'd get the parts out. Parts never came, so I messaged again and he ignored. Can see through FB messaging that my message was read. Repeated asked for update and he just ignores.

Similar poor experience. Swore I’d never use Panzer Art products again.
