I've seen references to a Dragon Saracen APC kit but no sign of any actual lit for sale. What's the story?

Announced Oct 2018. It is still coming, apparently...

…..just like the AFV Club M8 HMC announced about a decade ago......

How long did it take Dragon to finally get out their Sdkfz 252 and M4A3E2 Jumbo?

Build the Accurate Armor one and when you finish it the Dragon kit will be released. That's how it works. With a Black Label kit you'll still be ahead of the game.

Stil lwaiting for a DML Jumbodespite the nice Ron V Artwork, been waiting since 1991 for their T 55. Waiting just on ten years for the DML M4A2
