The issue with the large open structure on the foam, could this be cured with a coat of watered down PVA?

Watered down PVA won't really do the trick. I tried it and it just kind of settled into the open cells. A thicker spackle/plaster coat or something similar works but if you apply before your brick or stone work it would simply crack the surface. If you waited until after it might work but all of the low spaces would still have the open cell look. It could be done but I wouldn't want to spend to much time on it with so many better alternatives cheaply and easily available.

Well it is better than styrofoam, expanded polystyrene foam, (XPF) in that it doesn't crumble apart and if you are after stucco/plaster walls and are going to cover it anyway it could work. But, generally I agree with you that this stuff is more failure than anything.
