Well Robin, they did.
Only I think this an extreme example, but also in this way they existed.. Big cities with wide tram networks had their own cargo transported on their network. Very often cargo was combined with passengers on the same lines. Special wagons were deployed for all kind of cargo and coupled. Depots exchanged maintenance or new parts this way as an example.

I've seen the modern equivalent in Berlin and Dresden.
And in Dresden VW have CAR-Go Trams to move parts & cars to & from the VW factory & the out of town rail-head.

Hey, Speedy! Do they have Tuk-Tuk's in Thailand, too? A really great way for tourists to sight-see. My family and I spent a month in Cambodia a few years ago, and they're (the Tuk-Tuk's) were a fun and inexpensive way to get around the cities.

Resonably common in some parts of germany. Here some tramways even connect cities and there using them for freight was natural before the 1950s. An example is Krefeld-Moers (That also used steam engines for some parts of the tram until the overhead wires where build). While trains ran as well the end point was less optimal so the tram was actually faster and went more often.
