Have you tried Quick Wheel online? I ordered a set for a Takom T 30/34. It took about a week and a half from Poland to Oregon. Last time I looked they had Tamiya Panther G in stock.

I am sure it has been suggested before, but I have had excellent success using a architect’s circle stenciling template. It comes with variety of sizes, and I basically fix my wheels into a small bit of putty to keep it still, hold the stencil firmly against wheel and spray!
