jsu-122 122S and 152 front towing shackles

Looking at front towing shackles on cyber Hobby JSU-152.
They have two ends: one is longer than the other. The shackle looks kind of like a double eended axe. Does the shorter end mount up or down? Have checked on-line photos but some of them show short upward and some show short downward. These are the shackles the tow cable attaches to.
