Bustle rack I know mesh works but is there anything at a hardware or craft store that would work by chance.

Depending upon the pattern and size - tulle, otherwise known as wedding veil. A lifetime supply for a couple of bucks.

Second on the bridal veil tulle. It works great and is perfectly in scale.

Tulle, available by the yard at fabric shops, comes in different weaves. Nowadays, it's usually bonded plastic strands that don't unravel. For most modeling purposes, you want the diamond pattern. Occasionally, you will see hexagonal patterns, suitable for simulating chicken wire, but not usually seen on bustle racks.
