IS it possible to add another option that says all of the above??
For me actually from Story to endproduct is important.
When I make the diorama I start with the story. Then I make the vehicle(s), But to make a scene more dynamic the figures need to be good too (good in position and active in the story.) I consider groundwork to be just as important as all the above.
So in my opinion all of the options are just as important.

In the construction of a diorama each is considered equally over the whole construction.
This question hopefully will focus 'your' attention on one aspect vs another.

Great Decision.... naturally they all combine for the "perfect" diorama, but there is a "MOST IMPORTANT" element, without which the rest are useless... for a diorama....

Scott, You make things so difficult. I have to go with Faust you have to have a story to tell first. The how what and why. But its only the most important by a slim margine. Cheers Kevin

Well one more facet comes to mind... the architecture itself. Not just the trees and terrain, but also the realistic depiction and the context of the civilization.... be it a farmhouse, outhouse, or town square courthouse.
I think buildings and other structure is overlooked. It does more to set the time, location, and theme than anything else.... as much as the actual figures...

Keith - couldn't agree with you more. My initial intention was that the buildings would be included in the Ground works. I can see where a distinction of ground work is truely the land - rolling hills, grass, dirt, ditch whatever. This wouldn't include the buildngs.
I edited the groundwork a smidge to include the buildings.
From what I'm seeing thougth - the Story is going to come out the Most important piece.
This may be a quick poll followed by a reverse question I just came up with....... Stay tuned. #:-)

The answer could depend on the viewer.
When showing a diorama on here, the story and attention to small detail is very important. We all know something about the vehicles, the setting and the background.
On the other hand, people like me whos dios are rarley seen (apart from here) by other modellers, figures are, in my opinion, the most important part.
When my wife or friends take a look at my models it seems to be the figures that attract their attention. Maybe because they can relate to the detail better.
Thats why I voted for figures.
Another reason could be ... dios are often seen without vehicles, but how often are dios made without at least one figure? Its hard to tell a story without a figure.
Overall I would also agree with the "all of the above" option,
