Looks like someone took a paintball gun and let it rip all over the HUMVEE. Either that or these are foot/kick marks made by all the frustrated soldiers.

Looks like a Marine Humvee, from the MARPAT uniforms on the guys and the pattern on the Humvee itself. Medic23 should be able to tell you more about it, he made a MARPAT Humvee.
