Well, I don't think anyone makes a set of riders as you describe, but there are certainly 1/16 German figures that would work well.

Both Tamiya and Dragon make 120mm/1/16th scale German Tank Crew, and they both also make infantry, etc... Tamiya even makes Field Marshall Rommell.

Try looking at those. Warriors and Verlinden also make quite a few figures in 120 mm.

I have seen another company that makes 2 different "Panzer Riders" in that scale and in resin. I forget the company's name at this moment, I'll have to get back to ya!
