Ola, Mario! Yes, cement & glue are one in the same. If the bottle or tube says something like "Cement For Plastic Models" or "Styrene cement" it is what we commonly refer to as "Glue". Some other types of Glue you'll see mentioned on this site are CA (Cyanoacrylate, Superglue, Crazy glue) And PVA (Elmer's, White Glue, Craft Glue). You may also see Epoxie mentioned, a very strong and versatile 2-part cement.
Don't worry about asking what you may think is a foolish question here, Mario. We all started with little or no Knowledge. It would be foolish to assume you know the answer, and wind up ruining your model!
Hope I helped!

No. The cement that we use for kits is not glue. It works by melting/softening the plastic pieces and they fuse together as they dry/harden. Cement only works with this type of plastc
Glue works in a totally different principle. It actually bonds two pieces together withouth altering their state.
I know somebody will add the correct science of this later.
