Looks well out of proportion to me. I think the artist has shortend the railwagon to fit in with the dimensions of the box. Without knowing the actual size of the railwagon, it's imposssible to guess from the picture.

should be seen some pics of model tigers sitting on these at model shows its one of the reasons they had transport tracks fitted as the other ones over hung the carriage

TigerIV, That flat car is the right size for the panzer 2,3, or 4. The Tiger and the Panther family used a heavier flat car with double the wheels and a thicker support sides. It will be perfect for what you want to do.
