I think that kind of groundworks is easily fixed with Ordinary Wallspackle. The stuff you use to fill holes in the wall. It comes in a tube, easy to use. Spread a good layer of it on your groundworks. You can choose to sprinkle birdcage-sand over it. Then press in the (tire)tracks and footprints as far as needed. Paint the whole thing in the colors needed and then when all the paint is dried you put on Glossy varnish on the places you want so you can make little puddles and wet ground.
Although looking at the pic of MC Leung you show in your post that is the way I would do it

Faust has offered the most tried and true way of doing, you can't go wrong with that method.

Allthough my german isn`t that bad I have no clue what Kleister is as I read your explanation I get the idea you are talking about Papermaché. Well I don`t think there will be a problem with the Spackle bonding and sticking itself to your groundwork but if you feel unsure about it you can always mix in some White glue. This way it sticks on anything.
If you are smart you also mix some Acrylic paint (brown or groundcolors) into the Spackle (with or without Whiteglue) This way you have coloured spackle. In the worst case scenario when a little piece of your groundwork breaks off or cracks you will have the same color at the damaged area as the rest of your grounworks.

Spackle is the perfect product, and it will bond excellently with papermache but only after the mache has dried rock hard... if there is any dampness left in the mache, it will cause the spackle to crack later on... I learned the hard way!

hy,
i tried using online translator, nothing found for spackle, ok, 46 items found, but to far far away from that, what we mean. maybe "Mortofill" is that a word u know? i think we are talking about:
Spachtelmasse {f} filler; priming material
Spachtelmasse {f} surfacer; putty
or
Kleister {m} paste (for the wallpapers)
so i know what to buy, there many products, if all paper isn´t wet, so i wil try it...
yes its papermasche. now i got 10 papers on each other, at the end there will be 20 or more, have to wait how hard it will be...
about glue:
i thought to use "woodglue" "leim" (it could be ur white glue !?! ) how ever, i can mix it with water... for spackle i can use my gluespray from uhu / patex, for extra holding on paper. the idea with the paint direktly before i "spackle" is good, thanks. but, up on spackle, i will put bircage sand or maybe aquarium "GROUND" sand, till 5mm / korn.
BUT, how longer i read spackle, i would really know more about it, because my online translator found nothing about this word...is there maybe another word for?
thanks u really for help.
greetings from germany

i search with google and spackle must be like filler. is there one "spackler" u trust everytime or are there no quality differences? what about gypsum?

(Spachtelmasse {f} surfacer; putty )
Spackle is a water-based putty paste, usually sold in small plastic tubs or pots at the hardware store. It is primarily used tin the home-building industry to smooth out joints and to "float tape" on gypsum board sheetrock.
No glue is required. It will dry hard as a rock, and will adhere by itself.
You can pre-color it with acryllic paints by stiring in the color.
Here is a link to an online paint store that sells and describe the DAP brand of spackle. Hope it helps!
