The smiling guy and the grenade launchers definitely look US to me (but the camo scheme doesn't) ...

The vehicle is a British-built CVR(T) Spartan APC, but the camouflage scheme and the crew man definitely aren't British. Presumably it's an exported one, not sure who the user is though.
BTW, the smoke dischargers are a British pattern shared with the US.

yep its a spartan,
the guy in the drivers hatch is obviously american, but as the other two spartans in the picture are in plain sand, i would say it is a british army vehicle, just with some odd camo scheme applied.
the only time ive ever seen anything like that is the old scorpions dressed up as soviet AFVs, the salamanders.

This could be one of the Spartans which Jordan is donating to Iraq along with some M113s and some other stuff.

Jordan bought some ex-Belgian Spartans in 2000, which might explain why the one in the picture still has the flotation screen fitted.

Looks like it is in the standard Jordanian camo of green, brown and sand....
