Steve, I have never done it but dont see why you couldnt use a clear epoxy as if you are doing a normal..un frozen stream and freeze it with weathering..no pun intended... I.E..snow, etc...A figure standing on it would tell the story.

Try colorless parafin. I hope it is called the same in English. It actaually is the material used in maing candles. With matt white underneath, it should look icy.
Cheers..

Steven,
As Yazal mentioned parafin wax, I have seen this used and it can be quite impressive. You can find the wax in the grocery store where canning supplies are. It is non-colored and comes in a box.

If you want to add some nice sheet ice along the banks, you could apply some superglue to a piece of Plastic food wrap, and hit it with some accelarator. Once it is dry, it can be peeled up and glued along the banks. Saw an article in Amazing Figure Modeler about this. Looked amazingly real. Also described using hot-glue gun glue for making icicles. Heat it up, touch it to a piece of wood, sprure, etc and pull it away. It leaves a nicely formed icicle. Once cooled, remove and glue to whatever you need it to be on. HTH "Q"
