Ok, I have glued on the sand material onto a base. Now what type of glue do I use to glue a figure onto the sand material?

I drill a hole at one of the figure's foot and put in a very short length of thin wire. I drill a corresponding hole at the base where the figure is supposed to be placed.
To hold the wire in place,I put a little amount of CA glue (cyanoacrylite glue) on the figure's foot.
To hold the figure in place in the dio, I put CA glue on the hole of the dio, insert the figure there, and let it dry for a few hours.

Yup - Angela's got it right. The pinning method is the most reliable and secure.
I will sometimes use 2 part epoxy to glue them down with the wire.

If you don't have wire a toothpick will do also.

usuakky i scrape away a bit of the groundwork where the figure's foot will be this way it gives them a look of weight. If you are using insulation as groundwork do not use CA. CA melts the insulation and makes it smell very bad and possibly noxious but I havent felt the repercussions of that part yet
