Hey Mike, go to a arts and crafts store, look in the wood section, there you'll find all sorts and shapes of plaques (bases) to build on. You can also go to your local home supply store (home depot) ,by a piece of wood that you can cut to the size.

i usually use crap pieces of cheap or free wood for base , seal it well for humidity and liquids. and only after its all finished i put around a nice frame

i personally like wooden frames, if you find the right one, it really "pops" up the diorama and gives you more than just a scene to look at.
