What if I glued the ground material around the figures' feet, would that work?

why not, and perhaps you must drill simply a hole in your dio and in your figure and attach it with iron wire
why you don't try out it then you're certainly it works.

I'm not real sure if I know what it is you want to do. I'm assuming its mount figures to a diorama base. If it is, then what Rob [ Robster ] said is correct. The best way is to drill a small hole in the bottom of a figure's foot. Insert a small metal rod. A strighten piece of a paper clip works great. Drill a second hole in the base where you want the figure to go. Place the figure, rod first into the hole in the base with a touch of super glue.
You can try gluing the figure to the ground work, or base surface, but I can't tell you how secure that would be. Good luck, I hope this helps

it does work but you have your figures with their feet in the things they should be walking on
example:
soldier on cobblestone road with feet in the cobblestone road not that realistic
example:
soldier in muddy field with his feet in the mudd could be realistic if there are foot prints leading up to the soldier

Actually, I want to put the figures in a sand material in Iraq. In photos, footprints don't seem to be left behind.
