i'm not quite sure what you are asking there buddy. essentials for building a 1/35 dio go a long ways, are you asking how to use it? or...something else

I got by on static grass, alone, for a long time, so that would be number 1 and essential in my books. After that, I think its up to yourself and what you want to model. If you will include trees or small hedges, I like sea foam, but thats expensive. I guess its all down to what you want to buy and to what level of detail/cost you´re looking at.
Apart from the static grass, there are cheaper options for most other items if you look around or ask on a particular subject!

They are worth buying if you need them for a specific setting or think they are worth the money and thats what you want to show.
I wouldn´t buy them just to have them. Im sure if you take a long walk where you live, and keep you eyes open you will pick up loads of very usuable stuff.
Suitable branches, roots, stones, dust, moss, etc. Check out where buildings are going up for scraps of timber, plywood, hardwall boards, wire, etc
Check out florists, pet shops, thrift shops, etc. etc
Check your own home.
Its amazing what you will collect over time. My wife goes crazy sometimes when we are out. Everything I see nearly has potential to be part of a dio some day!
One of the best tips I ever saw was a digital diamond by Keith Magee. He cast the lid of a McDonalds coffee cup and it became the base for a figure/small dio. See digital diamonds.
I used this for a 1/16 figure and it turned out great. I dont have any clear photos of it now,but can get one if you are interested.

I've used their FIne Turf line in my dios. THe grass and soil colors and texture I find to be just about right for 1/35 scale. here's a sample

This is one of those debated subjects.
The quick answer is 1/16 = (approx.)120mm.
The long answer ...
Some people believe the total height is to eye-level and some believe it is to the top of the head. Different sculptors use one or the other and thats why we get different sizes. The same story goes for 1/35.
120mm is slightly larger than 1/16. For accessories and conversions, both can be used together, without it being too obvious. Tamiya and DML catogerise their kits as 1/16 while verlinden call theirs 120mm.
Im not too bothered about which, I just like painting them.
Tamiya and DML caust around $10 to $15, and are injection moulded just like your normal AFV kit. Verlinden and most others are Resin and are usually more expensive.
I really recommend trying one... great for learning to paint faces. Base coat, wash and dry brush doesnt work like on 1/35. You must paint the detail and catch the variation in tones. When you bring this back to 1/35, it helps a lot and improves them, IMO.

Along with the static grass, I use a variety of Earth, Burnt Grass and Yellow Grass in both fine and coarse ground foams. They ground foams make nice low weeds and can simulate vines and dead leaves.

Woodland Scenics is super for model railroads in HO scale. But, shredded foam doesn't do it for 1/35th scale. I like their realistic water and you can use their shredded foam and such under leaves and foliage that is more realistic.

Take a peek at Scenic Express, too. That Noch and Hecki and Silflour stuff is great. Their tree materials are the best I have seen short of many hours of twisting my own wire.

Woodlands is good for rocks (talus) and molds for plaster unless you make your own with latex rubber.

I'm still new to using Woodland Scenics in my little vignettes as well. If you take a look at my gallery, you'll see several that I've completed, using Woodland Scenics Talus and grasses, ground cover, etc. I'm not very experienced, but it will give you an idea of what they offer.
