I think you need to pull out the trick in the Shep book on the bomber factory - Mirrors. You could do a shadow box type and put mirror on either side and you only have to do about 1/4 of the figures.
It would still be a challenge.

Ahh, If the correct figures are not available, sculpt one or two, make a mold and robert is your mother's brother......

You could try in 1/700th scale and use the tiny etched brass people. Of course by the time you'd finish the 5 or 6 thousand figure your eyes would have failed. But it would be on heck of a diorama...
