need help fixing E-Z water disaster

To make a long story short: I've used E-Z water for the first time.
I melted it, and started pouring first layer. Looked good, but then it dried very fast leaving a piece of the river unfilled. No probs, poured a little bit overthere. Then that set, leaving me with an uneven level of water.. no probs..... you get the story, but multply that by 8 times, leaving me with water looking like #####.

The instructions say you can remelt the surface using a heat gun. Now I 've tried using a hairblower for a very long time, but that doesn't even slighty melt the stuff. Is there any way I can fix this problem without scraping off the whole stuff and just leveling it with plaster and painting it like I used to do before?
I can't use an open flame for heat because the dio is covered with trees, dried leaves etc which would lit up the sky like it was the 4th of July ...

Help, anyone?

p.s: What is a heatgun???

A heat gun is kind of like a hair drier, but A LOT hotter. Like 750 -1000 degrees. These can be found in most hardware stores or department stores in the paint section. They are used for softening/stripping paint and stuff. Hope this helps.
