I finally got the opt-in display working the way I wanted it to. The checkbox to "view off-topic forums is now GONE. Which means you won't see an off-topic forum that you haven't yet opted-in on. To opt in on an off topic forum simply go to the forum hompage and select the forum (you must be registered though).
