Hi George,
here is my trial at doing a haystack.

I used "hair" from an old broom that I soaked with white glue and a little brown paint. I gave the shape by stirring the whole bunch of it inside a glass with a rounded bottom.

Try looking in the florist section at the Hobby Lobby or any other arts and crafts store. You can find material therer that lloks pretty good. IF ytou want , Hudson and Allen has or made a product called "HAY".
But the broom idea that Olivier said is the best one. Real cheap too.

Old style stacks were simply hay raked and bound at one end - use old paint brush bristles tied with thread.
If you want a rounder shape you can something like a ball of clay to act as a 'filler' under paint brush bristles.
You could also experiment with hemp/twine rope. Untwist it and cut it to length. It will give you more flexibility than bristles.
