Thats a tough one. Tamiya your only option? Hull red is too dark for primer. You might be able to lighten it with white. I would try that if you cant get any other paints. 75% Hull Red 25% White to start might be the way to go. You would have to test it out.
Foquil makes a line of railroad paints that includes Red Oxide Primer as one of the colors. That is what I use.

I was specific on Tamiya because most of the model acrylic paints here in the Philippines are from the latter, model master and gunze only. Thanks for the suggestion, I will surely try it...

If you have revell paints in the philippines, try this:
RAL 8012 (dark red)
Same type of primer we use for our steel buildings here.
I can't help you on Tamiya though. I think hull red is the closest thing.
