I am about to start my first diorama base. I have an idea for a city intersection scene at the end of WWII. Any suggestions on what I should use to build up the streets and building foundations would be most appreciated.
I am using a Maus heavy tank and an E-100 heavy tank in 1/35 scale. If I am using a cobblestone street how can I simulate the depressions of the tank tracks on the streets?

First of all, welcome to Armorama .
Have you tried looking at the different articles in the Features section? There are lots of ideas there about building a diorama, and as you mentioned this is your first dio so I guess its a must that you look at them first. I myself learned a lot from those articles and you'll never know some of the answer to your might be found there. If those are not enough, then just feel free to post your questions here....

Welcome to Armorama. If you are just beginning, I would suggest something like the kits offered at Kancali. Take a look around his site and I'm sure you will find some things that will be helpful. Good luck.

I don't think a tank will make any depression in cobblestone.
