What is the deal with the clock at the top of the page and the time that comes up when a post is submitted. Both the above times are different and neither is the actual time, not Eastern US anyhow.

The clock time above (not in this message) is correct IF you have set your timezone offset up in your My Account / Info area AND take into effect daylight savings time differences off of GMT.
The post time is GMT (Greenwich Mean Time for those unaware). Apparently the timezone offset is not currently working on that time.
