When buliding these are they easy to put in place when the side running boards are there?

According if they are glue type or pin type. I would leave side boards off until final weathering apply tracks and boards and do final weathering.

One benefit to tanks with side skirts is that you can "cheat", that is, not put a top run on the tank. I tend to assemble and mount the tracks first, then attach the side skirts.

I think it would depend on whether the sprocket rotated. if it did you should be able to snaKe the assembled track over any return rollers. This of course assumes you are using workable track like Fruil and not glued individual links.
