Simple question really...
Will Humbrol Matt Cote (not to be confused with Humbrol Matt Varnish 49) work over oils? Or will it utterly destroy them?

I have no idea what Matt cote is but I use Humbrol matt varnish # 49 all the time over my oil washes with no problems.

Is the Matt cote an enamel or acrylic? Either should be fine as long as the oils are really cured, I'd be leaving the figure a few weeks prior to matt coting if you've used oils.
If it is an lacquer I'd be a bit more cautious.
