to be absolutely honest with you, that's what's been puzzling me too.
I think the author is someone who doesn't throw around the high values and keeps them for something that is absolutely wonderful.... that's the only thing I could think of.
I asked him by PM, so I'll have to wait for the answer until we know for sure.
