I have seen this on other German vehicles also, like staff cars and trucks.

maybe it is simple but what is it?

It's a flag holder, for putting on either a generals flag or the regimental flag I think

Thats a flag holder. It prevents wind frrom flapping it around and keeping it steady for good identification.
