The T49 Track is mentioned in a couple of references as a non-production steel block track. Does this mean it was all steel or did it have a rubber inner face with grousers mounted on the outer face?

The T-49 was all steel.

The T49 was one of the production VVSS types, along with T41, T47E1, T48, T51, T54E1, T54E2, T56E1, and T74.
