Pessimistic are we?
There are actually two new Verlinden Bradley ERA sets (one 1:72, other 1:35), so look at both links below and decide for yourself.
Bradley Reactive Armor (Dragon) (1:72)
M2/M3 Bradley High Survivability Armor Tiles (Reactive Armor for Bradley) (1:35)

after reading a couple of reviews, it seems to be an ongoing trend that Verlinden products often have missing parts compared to other makers like Dragon and Tamiya. I have heard of isolated incidents of missing parts by the latter makers but is missing parts almost an expectation with Verlinden products?

I find it to be somewhat simplified as well as mssing a few obvious parts.
