i was wondering in 1:35 scale, 1inch = 2' 8" which mean if i want to achieve a standard building wall with a thickness of 8 inch. Then i would need a foam board that is only 1/4 of an inch. Is that right everyone? 8 inches is that a normal size for WWII building thickness?

Without a calculator right at hand that sounds about right. One thing to watch for is the covering, if you are using foam are you going to add a layer of putty/spackle over the top? This will add thickness and make the wall oversized (depending on how thick the layer is).

In my humble opinion, 8 inches sounds too thin for an exterior wall. Of course it depends on what kind of wall we are talking about and that depends on the building.
