Hello Matt,
I don't think there is a hard fast rule on this. I would say it should be tall enough that it hides your G.I. if they are kneeling or lying prone. The only time they should be visible is when they pop up to fire at the vehicle.

research the terrain in the area your diorama takes place. if there is typically knee-high grass, then you should cut about a cm of material to work with. some grasses can be chest high- others could be trampled with foot traffic.

I agree with Babycakes.... research the geographical location, as well as the season... as you said it's harvest gold I'm guessing late summer, early autumn? In which case it could be anything from knee height to chest height...

How strong do you like your coffee?? Its all a matter of taste
Sometimes you got to go with your gut feelings. As all have tipped before me, its an idea to look-up some reference pictures, but dont be afraid to use some artistic license either. You appear to have an image in your head already .... just do it!

No rules, research the area. I can personally tell you, as an avid outdoors man I personally I have been in fields that are knee high, and just this weekend I was in field grass that was up to my shoulder and at times it was actually over my head.

As the others before me i would suggest you take a look at some photos to take an idea of how the place was!
Also as Plasticbattle mentioned you allready have an image in mind!
Bf443 is right! How are you going to place them?
Lying down or kneeling?
Just improvice!!
Have fun with it!
Good luck!!
