What's the best paint to use to paint (Verlinden) keramik buildings ?

In my experience you can use any paint you normally use. I use Tamiya acrylics for spraying, just give the building an all over caot of thinned PVA adhesive first as this stops it soaking up too much paint.

What about (Humbrol) oil paints ? What's PVA ?

Humbrol paints...I assume you mean the enamels.... are fine, as long as you don't mind cleaning out with white spirit afterwards. PVA Adhesive is the white glue used for woodworking, or a dilute version is used in schools etc.
