Does anyone know the best way to create an effect so the figure looks like they are wearing tights? Cant figure out a way to do this any ideas would be appriciated

What about trying a clear color or smoke color. Something where the color would show through the over coat. I have never tried it, just brainstorming.

If you use oils, how about a base coat of the base colour flesh and then drybrush the colour of the tights. You could very the amount of drybrushing for the darker of lighter areas.
Just an idea, I haven't tried it yet but I've got it in mind for a figure I've just started.

I often add some clear to the mix to make it transparent as its easier to build up slowly then.
If you just dilute the paint it can behave unexpected.
