If it's a part whose shape lends itself to it, you can use a product called Bare Metal Foil. A lot of hobby shops carry it, or you can find it online. Or make it yourself from foil and 3M spray mount. You can also use SnJ.

Best thing I have seen to replicate chrome is Alclad's Chrome paint.
You have to put it on over a gloss black enamel primer, but once you start spraying on the chrome...its like magic.
Can be pricey though, here in Canada its like $14 a bottle....pre thinned for airbrushing.
Works like a charm though...check out this bike I did, all the chrome on it was done with Alclad Chrome paint.

This what I do.
Prime the parts.
Paint them with Semi Gloss black, preferably Tamiya applied with an airbrush.
Apply Testors Chrome Silver with an airbrush. The paint should look wet before moving on when painting.
Small parts can be brush painted.
Sometims another layer is needed.
Let each layer dry sufficient before moving to the next step.

A bumper or the long trim along the side of a car are pretty easy to do with Bare Metal Foil. A cylinder head might be possible, but awfully tricky.
SnJ is a product used to replicate metal finishes. I've neve sen a paint actualy replicate chrome, but some come close.
There are places you can send your parts or chroming, if you have a lot, or if they'e tricky to do yourself. Check Fine Scale Auto Magazine for ads.

The best that I have used for painting chrome is the Alclad Chrome. You must have a base of Model Master or enamel gloss black. The paint must be in essence perfect. So prep work is the key. The gloss black must be smooth and the best way to get it that smooth is to spray a final thin coat of very thin gloss black paint.
When you apply the Alclad you want it to be at the point of wet almost runny. You can mist on the paint but a couple of very wet coats will achieve the effect that you want. The black paint underneath gives it the depth of chrome.
When done you can touch it with no problems and you can even use Tamiya masking tape on it. It will rub off so be careful not to have anything rubbing up against it. Some people have used Future/Kleer floor product to seal it. I haven't tried it yet but I have heard that it can be successfully used without reducing the shine.
This stuff when done right will have mirror finish.
