Can anyone tell me how these headlight covers on a Pz II attach, or, for that matter, anything else about them that might help in modeling them?

Looking at the picture I would imagine they are made from leather of some sort. As it's WW2 I would think that they are fastened by some sort of small leather strap at the back.
This is only a best guess from the photo.
Re modelling them, probably milliput or tissue paper and PVA, although as they will be quite small, milliput might be a better option. When it's dried out for a while but before it sets make a small hole with a paper clip.
I'd await further posts as the Panzer experts will be able to give you more information.

Thanks Al. Being a very recent returnee to modeling after a VERY long absence, I've yet to try Miliput, though based on what I've been reading I have an order for some on the way. I'm trying to finish a nearly complete Tamiya Pz II that I started years ago with what passed for superdetailing at the time (pre-internet!!) but is decidedly primitive by today's standards; nonetheless, I have far too many hours in it not to complete it before moving on.
As to the covers, I've only seen one other photo of them and it is also a front view.
