I thought you use furture for weathering and shadows so they don't adhere to the high points but rests in the nooks and crannies, now I'm hearing I need it to seal my glossy base coat and to seal my decals then put a dull coat on top of that.

It's best to coat the whole vehicle with Future after all base painting has been done. Apply the decals to the glossy surface, let them dry than apply a "protective" coat of Future over the decals. You could do the entire vehicle or the decal area - your call.
Than do your wash, let dry, than dullcoat the whole vehicle and proceed with the dry-brushing.

General:
Does base painting =base coat+camo. Can I brush it on or do I buy a spray bottle to apply the future.

Yes, "base" refers to all painting of vehicle - camo included. "Base" color basically means the color you started the vehicle with - prior to the weathering, which will alter the color a bit.
Yes you can hand brush it too.
