OK,I've done the math and figured there should be one grouser for every 16 links, but would they be doubled up or single? Also are they mounted on the outside or the outside of the track? Any help woul be great.

Hi,
normally they are fitted each 16 links as you mentioned but on one side only and alternatively on the outer side the non the inner side. So in case I'm not clear enough you get one cleat each 32 links per side. Sorry being not native English speaking , sometimes I get lost in my explanations !
