Here is the best product I have ever used (and I've tried them all!) for creating water. This is a relatively inexpensive two-part clear resin that dries crystal clear (you need to add color if you want any tint!), bubble free, and smooth as glass.... and a little goes a long way! I've even used this stuff to create glass window panes and canopies! Two bottles (8 oz ea) runs about $18 but is also sold in smaller quantities. Can be found at most craft stores, such as Michaels and Hobby Lobby.

Sheet says cures in 8 hours at 70F reaches full cure in 48 hours.

I find that it is "hard to the touch" after only 4-5 hours from my experience. As for making waves, after about 30-45 minutes, it begins to stiffen enough to hold form,so using a wet stir-stick you can shape the waves you need.... after 24 hours the stuff is hard enough to sand, drill, and cut.
As for the fella in Japan... you can order this stuff via the internet at multple sites... just do an online search for "envirotex lite" and then have it shipped to your address.
