Ian,
See if some one here can scan you the instruction sheets from the Voyager photo etch set. In it, it has the parts to make the front two wheels steerable. It can be a start for you.

To turn the front 4 wheels, you will need to modify:
*Locating lugs for front 4 shocks (as you suggested)
*The arms on the tie rods (all 4 of them. Might seem obvious, but I figured I'd be specific)

You MAY need to modify the universal joints at the ends of the front 4 driveshafts as well, depending on how much you want to turn the wheels.

Without a lot of surgery on the front tie rod assembly, it won't look 100%, but it'll be close enough for scale. All those pivots in the assembly make it difficult to get it absolutely right. If you're having it turn, and go over some small obstacle, the whole body of the LAV will lean a little, more or less like a 4x4 crawling over a rock. Not a lot, but it's perceptible.

Important tip: Note that the front pair of wheels will have more angle on them than the second pair of wheels, for a given turn. I.e. they will NOT be parallel.

Sorry to hear about the problem with AEF, I was considering using their turret interior for my diorama.
