How would you make 1/48 scale sandbags? Any ideas that you can help me with? I'm an airedale and I need to make a reventment for a WW2 plane

I would use Miliput or some other type of two part epoxy putty.

I use an epoxy putty (A+B, not Milliput, but it's up to you) and roll it out into a uniform diameter snake. Then cut it into equal length "pillows" of putty with a ruler or piece of sheet plastic. Don't use a knife as you want the snake to distort into the pillow because of the cutting forces. You then can shape the pillow to sit and flow over the neighbours and the end of the pillow can be worked while wet to a good bag shape. Once they are stacked and dry, the whole thing can be painted how you like.
Try a couple of diameters of snake to see what combination of diameter and length gives you sandbags you are happy with.
